Repaving Illinois 47/US 51 overpass, Lake Decatur bridges

roadconstructionSPRINGFIELD – Central Illinois roads and bridges will see millions of dollars in needed improvements thanks to State Senator Andy Manar (D–Bunker Hill)).

Manar guided approval of a billion dollar construction plan through the Illinois Senate early Saturday. House Bill 3794 calls for $1.1 billion in construction spending to cover overdue maintenance on roadways, bridges and other infrastructure throughout the state. The money for construction would come from funding sources approved as part of the 1999 Illinois First capital program.

Manar made sure central Illinois wasn’t short-changed in the deal. For instance, the Illinois 48/US 51 overpass on the north end of Decatur will get a nearly $13 million upgrade. Another $6 million will be going toward Lake Decatur bridges. In all, nearly $21 million will be invested in Macon County.

040214cm0130RSPRINGFIELD – A proposal to overhaul Illinois’ decades-old school funding system received Senate approval today. Senate Bill 16, sponsored by State Senator Andy Manar (D–Bunker Hill), would require the state to appropriate 92 percent of its public school funding based on the financial need of each school district.

“The Senate took an important step in the process of fundamentally changing how the state funds school districts to achieve greater equity,” Manar said. “There was a strong coalition of support from lawmakers in Chicago, the suburbs and downstate Democrats, but there is still more work to be done, and I expect more changes to be made to the proposal as it progresses. But I can’t stress enough how important it was to clear this first hurdle.”

CARLINVILLE – Children will soon be able to climb and slide on new playground equipment currently being installed near the trailer camping area at the Beaver Dam State Park. The equipment and installation is funded through a $55,000 state investment secured by State Senator Andy Manar (D–Bunker Hill), State Senator Sam McCann (R–Carlinville) and State Representative Wayne Rosenthal (R–Litchfield).

“The park is a top attraction for area residents and out-of-town visitors,” Manar said. “My kids and I are frequent visitors, and like other parents, I’m concerned about the location of the current playground.”

Beaver Dam Park already has a playground on site near the tent camping area. But it’s across the park from the busier trailer camping area. Manar noted that his office has received several calls from local residents raising concerns over the distance from the trailer camping area to the current playground.

040214cm0130RSPRINGFIELD – Schools throughout the 48th District would see an increase in state funding under a proposal being pushed by State Senator Andy Manar (D–Bunker Hill) that will drastically change how Illinois funds public schools.

A report released Wednesday by the State Board of Education details the estimated impact of Manar’s proposal on the state’s 860 school districts. Manar said the numbers show his plan will provide greater equity between rich and poor districts. It does this by shifting state resources away from property-rich, wealthier districts that can adequately provide for themselves to areas of the state with higher tax rates and greater need.

“We have school districts in the state that even if they wanted to, couldn’t tax themselves high enough to achieve equity,” Manar told a Senate committee on Wednesday. "We have districts in the state that could not raise their property taxes enough to bring about equitable funding on their own. So, this isn't about punishing or rewarding. This is about accounting for that disparity."
