World Autism Awareness Day shines a bright light on autism as a growing health crisis as autism has risen to 1 in every 88 births in the United States. Nearly 1.5 million Americans are diagnosed with some form of autism spectrum disorder.

Logan Hanner of Bunker Hill was the honorary sponsor for SR 218 and was recognized by Senator Manar and members of the Illinois Senate on Thursday.

Manar HeadshotrSPRINGFIELD – State Senator Andy Manar (D–Bunker Hill) proposed measures to rein in campaign spending by shadowy third party groups in Illinois.  Just three years after passing the first ever campaign finance laws in Illinois, political spending reached record highs in 2012.  The majority of the spending was done by groups organized to take advantage of legal loopholes that allow them to spend money on behalf of or in opposition to political and issue campaigns without reporting the source of their donations.

"The rise of anonymously funded, independent expenditure campaigns has been meteoric, and it's a troubling sign," Manar said.  "Even in the free-spending days before contribution limits, there was accountability.  Voters could see who was funding campaigns.  It's time to bring these independent expenditure groups out of the shadows and subject them that same level of transparency as every other citizen in Illinois.”

Senate Bill 2402 would require a nonprofit organization that accepts contributions, makes contributions, or makes expenditures during any 12-month period in an aggregate amount exceeding $5,000 on behalf of or in opposition to candidates or a question of public policy or for electioneering communications to register with the State Board of Elections and file contribution and expenditure reports.  It also requires independent expenditure committees to A-1 independent expenditures of a $1,000 or more.  It increases penalties for failure to make disclosures.  It requires quarterly reports to disclose the beneficial owner of any entity that contributes more than $10,000 to a ballot initiative committee or an independent expenditure committee during any election period.

020613js  0077rSPRINGFIELD – Central Illinois will have a greater ability to utilize one of Illinois’ most effective economic development tools, if a bipartisan measure sponsored by State Senator Andy Manar (D – Bunker Hill) is approved by the House. Senate Bill 1251, which grants the Central Illinois Economic Development Authority the same ability to create Enterprise Zones as many other regional economic development authorities across the state, passed the Illinois Senate on Wednesday.

“Illinois’ Enterprise Zone Program has a proven record of creating and retaining jobs in other downstate communities,” said Manar. “It’s important that communities here in Central Illinois have the same opportunities to tap this important job creation tool.”

The Illinois Enterprise Zone Program was in danger of expiring until the General Assembly passed an extension last year. The program is credited with creating nearly 900,000 jobs and generating nearly $50 billion in investments over the past 30 years.

Manar Senate FloorrSPRINGFIELD – State Senator Andy Manar (D–Bunker Hill) secured nearly $44 million in construction projects in Macon County that will bring much-needed jobs to the Decatur area as well as address critical infrastructure needs.

“A few months ago, Representative Scherer and I met with local officials and residents to discuss infrastructure needs in the Decatur area,” Manar said. “We were given a list of projects and told that several of the projects were a matter of public safety. When we heard that, we knew we had to make them a priority.”

"With unemployment rates at staggering levels, I believe it’s key that we come together to move vital projects forward that create quality jobs while ensuring that local infrastructure can handle current and future demand," said Scherer. "I appreciate working with Sen. Manar to identify local needs and address them in an efficient way, and we will continue to find ways to be responsive to the needs of our Central Illinois communities."
